There are several problems with using dogs for police work. One is that the 4th Amendment prevents police from attacking a suspect who surrenders. The dog screws up that process by injecting teeth into the mix - teeth that cannot be reliably called on to surrender.
Second, police dogs bite suspects AFTER they are secured with handcuffs - something the police officers are prevented from doing. If a cop can't attack you with pruning shears after you are secured, why can his dog?
Third, until the person is tried and convicted, he/she is presumed innocent. Sometimes, police dogs get it wrong. They bite the wrong person. They bite people who are not threatening them or anyone else. In essence, they are a piece of public property gone haywire - like a police car with bad brakes or a service weapon that goes off like Alec Baldwin's "I didn't pull the trigger" Colt.
I think these issues present a clear demand that police K9's up their game - like fixing the brakes on a Crown Vic. If they cannot be made safe to use - safe for the public and the 4th Amendment - they should quietly be resigned to detection work...which they also don't do all that well.
